Summary: Anyplace else, it'd be quirks.
Notes: I'm not entirely happy with this, but I don't know how to make it better.
The sports fan supporting the Knights and wearing dark T-shirts. The park keeper who can recognize plants at one glance. The lotto manager who balances between rigging the numbers and playing with the lives of her cameramen.
The girl who ran to the city when she was half-dead and who will only agree to leave when she's dead-dead. The guy who didn't fire a gun and was given a second chance. The woman who went to Blackgate and was offered a WayneTech job when she got out. The father who stops and listens every time his daughter laughs. The twins who get all their allowance in bills.
The old man who sits on a bench at the park and feeds all birds, but especially the smallest twittery ones. The kids who find a fallen bat and hush it up and care for it, for all of one day before it flies off.
The school administrator who never lets Harvey L. and Harvey T. attend the same class. The shrink who was born out of Gotham and ignores her parents' plea that she should leave. The clown who edits his act for every trip to that city.
The girl who ran from the city when she was half-dead and who will only not return when she's dead-dead. The boy who returned anyway. The one who never leaves, even when he's away.
The dead bodies they all have, keeping them chained to this ground, bonds of blood and a world built on bones.

That -- still seems a little dangerous. (Gotham, the city with so many survival tricks and rituals it's evolved into a city-wide church to madness. This is Gotham, I know I know.)
But I'm certainly glad I can write Gotham's PR!

I wanted to show how Gotham is a mix of hope and despair, thus the girl and the mention of Steph. The clown edits his act out of respect for the Gothamites - there's a lot of jokes they wouldn't find funny at all.
The last line is because that's the strongest bond they can have to this city and the main reason why a lot of them haven't left yet. I'm glad you liked! :)
