I probably should've made it clearer, but here's how it went in my head: Hinata was raped in the past, not by Neji, but Neji feels responsible for what happened to her. She has no idea that he's attracted to her, she just knows that he feels safe (oh, the irony), and so she uses his presence to prove to herself that not all men are rapists. Non-con does indeed mean non-consensual, it just didn't happen between the two of them.
