I chose to interpret the bandage as being a choice - because the Branch House members likely aren't supposed to take pride from it and/or flaunt it to the world. Maybe the Council disapproves as well. If Hinata's not wearing it in that case it's partly because the girl has a tranquil-refusing-to-submit streak that wide, and because Hizashi is Refusing To Acknowledge The Problem. Thus her not wearing it.
